a) Kocaeli University Library is available to academic/administrative staff and students of Kocaeli University, and other readers/users and researchers.
b) Readers/users should obey the general and specific rules laid down by the library. An official report will be made for the readers/users that do not obey the rules or pay attention to the warnings and they will be taken out of the library. Those who get warned for the second time for the same reasons are not allowed to use the library services.
c) The library launches legal action against any readers/users for misusing or damaging library materials or premises.
d) No food or drinks are allowed in the library. Smoking is not allowed in the library.
e) Readers/users are responsible for their personal belongings. Our library is not responsible for the lost or stolen properties.
f) Mobile phones should be turned off in the library.
g) Security system: Readers/users should pass through the electronic door in accordance with the rules and the library reserves the right to inspect all outgoing bags and publications when necessary. The library launches legal action against those who attempt to take library materials out of the library without permission.
h) It is forbidden to take photos or use video cameras in the library without permission.
ı) Library services are free of charge. However, a fee can be charged with the recommendation of the Head of the Department to the Rectorate and establishment of the related infrastructure.
j) Incase the library services are fee-paying; the amount will be deposited to the related account as an income for the University budget.
k) It is forbidden to study loudly and in groups except for the special study areas reserved.
l) Students are warned to leave the library 15 minutes before the closing time.
a) Borrowing materials is only available to the academic/administrative staff and students of our university.
b) Students are required to show a valid University ID card to be able to borrow materials from the library.
c) Readers/users are responsible to get the publications they request from other university libraries and pay the fee of this service (This service is only available to academic staff.)
d) As required by the cooperation among the universities, library materials can only be loaned to the readers/users of the other universities via their own libraries.
e) Readers/users out of Kocaeli University can use the library materials, but they can not borrow books. They can use the photocopying services.
f) Academic staff may borrow up to 5 (five) books for two month-period (60 days); students (undergraduates) and administrative staff may borrow up to 3 (three) books for a 14-day (fourteen days) period; graduate students may borrow up to 3 (three) books for a month-period (30 days) at any one time.
g) Readers/users will be unable to borrow new books or materials unless they return the materials they have been lent by the due date.
h) As long as the borrowed material is not reserved by someone else, academic/administrative staff and doctoral students can renew it 2 (two) times, undergraduates and graduates can renew once (1 time). The renewed material can be lent to the same person again one week after (s)he returns it.
ı) Overdue materials can not be renewed.
j) A borrowed material can be reserved by another reader/user. A reserved material is not renewed. It is kept by the library for a 2-day period after the due date for the reader/user that has reserved it.
k) The loan service can recall the material before the due date when necessary.
l) Readers/users who have borrowed materials from the library are responsible to use them with care and return them on the due date.
m) If a reader/user returns a borrowed material after the due date for three times on each academic year, (s)he is not allowed to borrow any more books during that period.
n) The Head of the Department can re-determine the duration and number of the lent materials when necessary. Besides, special applications can also be available depending on the requests on these matters.
o) The duration and number of the lent materials in the Branch and Unit libraries can be determined by those who are in charge of them according to the needs.
Materials Not Lent:
The library materials listed below are not lent:
a) Reference materials (dictionaries, encyclopedias, handbooks, indexes etc.),
d) Manuscripts and rare printed materials,
e) Atlases, maps etc.
f) Music notes,
g) Parts of collections, art materials etc.,
h) Other materials stated by the Department (e.g., materials with a single copy or out-of-print materials etc.
These materials can only be used within the library under the supervision of a librarian when
Books and Other Materials that are not Returned on the Due Date:
a) The person who does not renew or return the books or other materials on the due date gets fined for each day after the due date without any notice.
b) When the materials are overdue, a fine of 10 kurus per day begins accruing.
c) When the person who is charged an overdue fine does not return the material (s)he has borrowed and the amount of fine accrued exceeds 15 TL, (s)he will be unable to borrow any more books. (S)he should buy a book suggested by the library in return for the amount of the fine accrued in order to be able borrow materials from the library.
d) When the materials are overdue, the concerned reader/user is sent a notice about the return of the material by e-mail. Therefore, students should enter their e-mails and addresses into the system and regularly update them to keep the library informed of any such changes.
e) Daily amount of fine in a year is determined by the Rector or Vice-rector with the recommendation of the Head of the Department.
f) The rules are re-issued by the Department of Library and Documentation when necessary.
Damaged or Lost Materials:
a) Firstly, the borrower is asked to replace damaged or lost library material with a new one.
b) If the damaged material can not be found, another material of the same value is bought provided the library administration approves (if it is informed that no edition is found etc.). The damaged material is not given to the borrower.
c) The user submits a petition to the Department reporting an item lost. The user tries to replace the material with a new one within one month following the date of the petition. If the user is charged with a fine for the material, it is not charged from the day (s)he reports it lost.
d) The value of the material that can not be obtained within one month is determined by the library committee in order to leave it out of library records. The reader/user is asked to buy a book twice more expensive than the value determined by the committee. If the reader/user is charged with a fine, (s)he is asked to buy one more book.
RULES FOR PERIODICALS
Periodicals are not lent out.
The last one year’s periodicals are placed in open-shelves, and the others are placed in closed-shelves. Readers/users who would like to benefit from periodicals should first find the publication from the articles bibliography of the National Library (http://makale.mkutup.gov.tr) and then check whether it is on the online catalog of our central library (http://makale.mkutup.gov.tr). If that periodical is available, it will be brought from the closed shelf by a library officer. Readers/users who want to photocopy from the periodicals should leave an ID card to the officer.
RULES FOR THESES AND DISSERTATIONS
Theses and Dissertations are not lent out.
Theses and Dissertations are placed in closed-shelves. Readers/users should first check from the National Theses Database of the Higher Education Council (YOK) (http://tez2.yok.gov.tr) whether the PDF file of the theses or dissertations they look for is available. If it is available, it will not be given for photocopying. In order for the readers/users to open the PDF file, they need to log in the National Dissertation Centre of the Higher Education Council (YOK). If the PDF file of the dissertation is not available, the officer will check from the online catalog of the library whether it is available in the library. Then the officer will bring it from the closed-shelf to the reader. Readers/users who want to photocopy from the dissertations should leave an ID card to the officer
